Alternative
Analysis and Comparison
The alternatives proposed through the scoping process have been screened to determine how each alternative met the purpose and need, various regulatory, engineering, and environmental constraints. These matrixes present the Level 1 Screening results and Level 2 Screening results and recommendations:

Level 1 Screening Results- Level 1 Screening applied “fatal flaw” constraints, which included alternatives not meeting design specifications, occurring too close to the Airport Runway Protection Zone (RPZ) and an existing interchange. The following alternatives were either carried into Level 2 Screening or removed from further consideration:

Level 2 Screening Results and Recommendations- Level 2 screening applied environmental, mobility, safety, and cost factor criteria as part of the analysis process. A scoring system was used to rank alternatives based on the potential for an alternative to impact those criteria and factors. Please refer to the Level 2 Screening matrix.

Alternatives that have the least potential to impact the environment, do not have a “worst” rating (5) on any studied receptor, and meet the safety & mobility objectives will be carried forward into the EA. These alternatives are noted in red.

As required by the National Environmental Policy Act (NEPA), “no action” alternative will also be studied during the environmental analysis stage.
